Resolved Question: How come some states do not change their capitals?

I know countries change capitals. In most countries the capital is the most populous, most industrialized, most developed and most expensive city in the regions. A lot of cities in the West Coast are so big, some people mistake them for capitals. Sacramento is a much smaller town and more rural compared to the urban scene of L.A. or San Francisco. Portland is the largest and well know city in Oregon but Salem holds the title for Capital.
